Release: ANP publishes average prices for natural gas

ANP published information about average prices for natural gas and traded volume in Brazil. The prices are divided between the following categories: (i) Sell to distributors; (ii) Sell between producers and (iii) Monthly off-take of gas, Capacity Charges and Penalties for Less Off-take than the Scheduled.

Public Consultation ANP No. 25/2019: aims to receive contributions for draft of tender notice and contracts related to Open Acreage, which comprehends modifications on blocks to be explored and blocks which were  awarded on  First Cycle of Open Acreage. Interested parties must send their contributions until 01/15/2020. Moreover, will occur a Public Hearing on 02/05/2020. The place were the Hearing will be held will be released afterwards.

Decree No. 10.102/2019: modifies the Decree No. 9.888/2019, about the compulsory aims to reduce the emission of greenhouse gas (GHG) for fuel marketing. According to the modification, MME is accountable for creating regulation about emission, distribution, intermediation and negotiation of Decarbonization Credits.

CNPEs Resolution No. 24/2019: authorizes ANP to hold the 17th Bidding Round for Exploration and Production of Oil and Natural Gas, under the concession regime. 128  blocks will be offered in the Pará-Maranhão Maritime Sedimentary Basins, Potiguar, Campos, Santos and Pelotas, totaling 64.1 thousand km² of area.

Ministerial Order MME no. 419/2019: regulates the Decarbonization Credits (known as CBIOs), created by the Brazilian National Biofuels Policy (known as RenovaBio) with the Statute No. 13.576/2017. The CBIOs are bond negotiated on the stock market which must be bought by gas distributors in amount according to their participation on fossil fuels market.

Petrobras publishes Teaser to sell its interest in 15 onshore exploratory blocks

Petrobras published a teaser regarding the sale of its interest in 15 onshore exploratory blocks, located in the Sergipe-Alagoas Basin. All blocks derive from 12th Bidding Round for Exploration and Production of Oil and Natural Gas. In order to participate in the Process, the Prospective Purchaser must meet the minimum net equity of BRL 5.500.000,00 to be qualified as Operator and R$ 1.375.000,00 to be qualified as non-operator financial criteria); and Currently be qualified by the ANP to act as Operator C.

Homologation Notice – Public Auction No. 6/2019-ANP: homologates the volumes awarded on 69th Biodiesel Auction, promoted with the objective of acquire biodiesel by refineries and diesel importers, to comply with the biodiesel minimum percentage of 11% that must be in diesel oils.

11.6

Santos and Itapu Blocks are acquired in Transfer of Rights Surplus Bidding Round

ANP held the public session of Transfer of Rights Surplus Bidding Round, which offered blocks under development in Atapu, Búzios, Itapu, and Sépia, located in the Santos Basin. These blocks were selected in high potential basins, in the pre-salt polygon, aiming to allocate the surplus of the transfer of rights regime.

As a result, the Buzios Block was awarded to the consortium formed by Petrobras (with 90% share), CNODS Brasil (with 5% share) and CNOOC Petroleum (with 5% share), with bid composed by 23,24% of profit oil for the Federal Government. Moreover, the Itapu Block was awarded to Petrobras (with 100% share), with bid composed by 18,15% profit oil for the Federal Government. The accumulated bonus corresponds to BRL 69.960.000.000,00. Atapu and Sépia Blocks haven’t received any bid.

According to ANP’s Schedule, the execution of production sharing agreement shall occur until 3/31/2020.

11.7

Aram Block is acquired in 6th Production Sharing Bidding Round

On 11/07, ANP held the public session of 6th Production Sharing Bidding Round, which offered the Blocks Aram, Bumerangue, Cruzeiro do Sul, and Sudoeste de Sagitário, located in Santos Basin, and Norte de Brava, located in Campos Basin. These blocks were selected in high potential basins, in the pre-salt polygon, aiming at expanding the Brazilian reserves and the production of oil and gas.

As a result, only Aram Block was acquired by the bidders Petrobras (with 80% share) and CNODC Brasil Petróleo e Gás Ltda. (with 20% share) in consortium, offering a percentage of 29.96% of oil surplus.

Energy Research Company (EPE) publishes Indicative Plan for Process and Outflow of Natural Gas (PIPE)

Energy Research Company (EPE) published the Indicative Plan for Process and Outflow of Natural Gas (PIPE). The study analyses processing units and outflow pipelines to be implemented next years in Brazil, according to supply and demand studies and Techno Economic and socioenvironmental analysis. According to the study, investments for the projects total BRL 40 billion.

Privatization of Sulgas is suspended and THE injunction is cancelled later

A injunction was granted on the Public Class Action No. 5071073-11.2019.4.02.5101/RJ, filed by Sindicato dos Engenheiros do Estado Do Rio Grande Do Sul-Senge/RS, which suspended the bid promoted by BNDES to hire consultancies accountable for implement the project of privatization of Sulgás. The allegations are related to the idea that the type of bid was unfit, due to the complexity of services to be hired. On 11/25 the injunction were reversed, due to decision which granted suspensive effect to the Interlocutory Appeal No. 5010606-43.2019.4.02.0000/RJ, filed by BNDES. With the decision, the bid will be resumed.

CPPI qualifies new projects on PPI

The Council of Investment Partnerships Program (CPPI) qualified 7 new projects of Ministry of Mines and Energy in the Investment Partnerships Program (PPI). Among them are:

– Program for developing bidding rounds for oil and gas exploration and production;

– Poço Transparente: project that aims to study the viability of using onshore resources in safe conditions to environment and human health;

– Desestatization of Nuclebrás Equipamentos Pesados (Nuclep).

 

11.20

House of Representatives approve project that allows direct sale of ethanol from plants to filling stations

The Minas and Energy Commission, from House of Representatives, approved the Project of Decree No. 978/18, that annul the article 9 from ANP’s Resolution No. 43/2009, about requirements to registration of supplier, trading and data delivery about ethanol. This project allows direct sale of ethanol from plants to filling gas stations.
